MINIMUM SUPPORT PRICE OPERATION (MSPO)

Karnataka food & civil supplies corporation is the sub agent of the Food Corporation of India ( FCI ) to carryout the procurement work in the state under minimum support price operation ( MSPO ). In this scheme Paddy and other coarse grains are are procured by KFCSC in order to prevent distress sale by the farmers.

The purchase points are mainly opened at the APMC yards and wide publicity is given about the MSPO. The Graders appointed by the Agriculture dept. check the quality of the grains and only on their recommendation the grains are procured. The farmers bring original certified copy of the Pahani to prove that they are genuine growers. The cost of the grains and cost of empty gunny bags is paid to the farmer as per the rates fixed by the Govt. of India from time to time ( within 5 days ) from the date of receipts.

The procured food grains are auctioned by Food corporation of India ( FCI ) after completion of procurement operations.

Akshara Dasoha Scheme

Akshara Dasoha Scheme: In the academic year 2002-2003 mid-day meal scheme to serve cooked food to the students up to 5th standard in seven districts BIJAPUR, BIDAR, BAGALKOTE, BELLARY, GULBARAGA, RAICHUR and KOPPAL was introduced by Education Department of Government of Karnataka. The corporation was appointed as Agency for supply of Toor dhall, Edible oil and Iodised salt. The corporation supplied 487671 qtls. of Toor dhall ,5702 qtls of R.B.D.Palmolein oil and 8552qtls. of Iodised salt for the scheme during the year. The total value of stocks supplied was Rs.14.6 crores.

From the year 2003-04 the programme is extended to all districts in the State as “ Akshara Dasoha ” scheme. Again the corporation has been appointed as agency for supply of Toor Dhall, Edible Oil and Iodised Salt at taluk level. Corporation has been inviting tenders for supply of toor dal as per transparency act P.Oil will be supplied through registered suppliers on bimonthly basis. Corporation has taken action to supply Iodised Salt through Tamin Nadu Salt corporation Ltd., (an undertaking of Tamin Nadu State Government)

The State Government has extended the Scheme to the childrens og Govt. and Aided Schools upto 7th standard from December 2005.The total no. of students covered ubder this scheme is approximately 58 lakhs.

RICE: WHEAT:
District Manager KFCSC and Deputy Director Food shall select stocks at FCI godowns. Only good quality of rice will be lifted earmarked for “Akshara Dasoha” scheme. Sampling of 20% of stocks released will be made. One sample packet will be preserved for two months at wholesale points from which stocks are released and another will be given to the authorised persons who lift stocks for schools.

TOOR DHALL:
Sample furnished by the tenderer at H.O are sent to wholesale points to compare the quality of stocks while receiving. Successful tenders (Suppliers) have been informed to obtain certificate from the competent authority to ensure that stocks confirm to PFA specification. A copy of the certificate will be sent with each consignment by the Supplier with a declaration that the stocks dispatched are covered by the certificate. While releasing the stocks, samples are drawn from 20% of the stocks released. One sample packet is preserved for two months at wholesale point and by the authorised person who lifts the stock.

RBD P.OIL & IODISED SALT:
The Supplier will obtain certificate to the effect that stocks conform to PFA specifications. A copy of the certificate will be sent to wholesale point with stocks. Five packets from stocks received will be kept and stocks are released. If no complaints are received these five packets are replaced from the fresh consignment. If complaint is received sample preserved is subjected to chemical analysis and necessary action is taken.
